The reason behind this is that one can use the rewards obtained from clan wars and clan games for numerous upgrades and thereby, decrease the time taken to max the entire base.
The rest depends on how much time it takes one to gather enough resources for the upgrades and how many gems one is willing to spend on the upgrades.
It is generally recommended to not use gems for upgrades in TH6 as the gems would be of much use for obtaining more builders in the game.
So, one should save gems in the initial stages of Clash of Clans.
If one has an entirely rushed TH6 base and doesn't play the game much, it would certainly take much more time (around one month to one and a half months) for one to max the base.
In case one gets very active in the game and starts participating in Clan Wars and Clan Games, one can max the same base in less than thirty days!
