Demonic Wisp is dropped by the following NPCs:
- Demonic Souls (level 2025, Haunted Castle, Third Sea)
The exact rarity of the demonic wisp drop is unknown, though. (it is a rare material)
So, as a bottom note, you need to keep defeating the demonic souls as long as you get the required number of demonic wisp you want (as it depends entirely on luck!).
