- Fishman Commando (level 400, First Sea, Underwater city)
- Fishman Lord (level 425, First Sea, Underwater city)
- Fishman Raider (level 1775, Third Sea, Floating Turtle)
- Fishman Captain (level 1800, Third Sea, Floating Turtle)
The exact rarity of the fish tail drop is unknown, though. (it is an uncommon material)
So, as a bottom note, you need to keep defeating the required NPCs as long as you get the required number of fish tail you want (as it depends entirely on luck!).
