Fool's Gold is dropped by the following:
- Ship Raid (only the Grand Brigade)
- Haunted Ship Raid
- Ghost Ship Raid
All of the above are sea events in Third Sea.
The exact rarity of the Fool's Gold drop is unknown, though. (it is an uncommon material)
So, as a bottom note, you need to keep defeating the ship raids as long as you get the required number of fool's gold you want (as it depends entirely on luck!).
